These mods stack multiplicatively, so having two Paragon Mods reduces your Class Ability cooldown by ~17%, and 3 Mods by ~24%. This holds true across all classes and abilities.
Reload, Recoil, and Handling Mods
These mods appear to all grant flat stat bonuses to equipped weapons for the stats named (Reload Speed, Recoil Direction, and Handling). For this reason, weapons with these stats at high levels will benefit less or not at all from them, while weapons with low to middling stats will benefit fully.
Ability Score Mods
These mods apply a direct +1 bonus to Resilience, Recovery, or Mobility, stacking with bonuses from armor. They will not allow you to increase a stat above 10 though, so don't bother.
